Would the housing market recover faster if homeowners who lost their homes to foreclosure could buy again now?

I do think the market would recover faster if those homeowners could buy again. But I have a feeling that it might be hard for those people to find loans. Plus consumer confidence is really low now. But I still think it is going to take a while for the market to recover. Right now the housing market is flooded with homes.
